Port Forwarding Problems

I have been trying to port forward 27015 to create a server for a game. I port forwarded on the router and made a rule in the firewall and I have a static IP. No matter what I have tried I can't seem to get the port open. On canyouseeme.org I always get "Connection Timed Out". I also have tried opening other ports but I cannot open any whatsoever. If anyone knows how I could fix this I would appreciate it.

Also still a beginner with this so I probably won't know many terms used. Bear with me!

Hi i'm using this adapter for an industrial application and the two ports is wired directly to two other pc:s. I viewed the help documents and got the ports wrote down, and I got into the QoS of the gateway so I could finally add the ports in to make sure they don't get blocked. However... The setup in there to add them, is confusing to me and I can't get help from my cable company about it, because it requires information that I can only get from you guy...
